Change. Economic, political, environmental. The world in which we live is changing more rapidly every day. Business decisions, government policy, and social planning must all be done in this increasingly fluid and turbulent environment. Traditional planning decisions that were based on forecasts constructed on the assumption that tomorrow's world will be much like today's have failed when they are needed most: in anticipating shifts in structure that make whole strategies obsolete. The solution does not lie in better ways of making better forecasts. The future cannot be extrapolated from past behaviour. What is needed is an understanding of the major forces driving the changes and of the interrelationships among them. In short complexity can no longer be ignored. Risks must be anticipated and new options for action discovered.

reengineering to accommodate new information technologies
restructuring to make more effective lines of communication, control and accountability
These 'solutions' create as many problems as they resolve - just as often as not when solutions are applied to problems whose complexities are not well understood.
